1. Introduction and Service Provider

These Terms of Service ("Terms") govern your access to and use of the CSTerminal platform available at csterminal.cc ("Platform", "Service", "we", "us", or "our").

By accessing or using the Platform, you agree to be bound by these Terms. If you do not agree, you must not use the Platform. These Terms constitute a legally binding agreement between you and CSTerminal.

These Terms are provided in English (legally binding version). Translations may be provided for convenience but do not have legal force in case of discrepancy.

2. Nature of the Service

CSTerminal is a digital marketplace for purchasing virtual items ("Skins") for the video game Counter-Strike 2 ("CS2") developed by Valve Corporation.

⚠️ Important Clarification

  • CSTerminal is NOT a gambling service.
  • CSTerminal does NOT offer loot boxes, cases, or any randomized reward mechanisms where the outcome determines the value received.
  • All items are displayed with transparent, fixed pricing before purchase.
  • Users see the exact item and price before committing to any transaction.
  • Withdrawals are in the form of CS2 skins only — not monetary value.

The "terminal" browsing mechanic is a user interface design choice that presents items one at a time or in curated sets. At no point does the user pay before knowing what item they will receive. The price is always visible and fixed before any purchase decision.

3. Eligibility and Age Requirements

To use the Platform, you must:

  • Be at least 18 years of age, or the age of majority in your jurisdiction, whichever is higher;
  • Have a valid Steam account in good standing;
  • Have the legal capacity to enter into binding agreements;
  • Not be a resident of a jurisdiction where the use of this Service is prohibited.

EU/EEA Residents: In accordance with the EU General Data Protection Regulation (GDPR) Article 8 and national implementing legislation, users under 16 (or the applicable national age, which may be as low as 13 in some Member States) require parental consent for data processing. Regardless, purchasing requires being 18+.

US Residents: In compliance with the Children's Online Privacy Protection Act (COPPA), we do not knowingly collect personal information from children under 13. If you are under 13, you may not use this Service.

Cyprus Residents: In accordance with the Processing of Personal Data (Protection of the Individual) Law of 2001 (Law 138(I)/2001) as amended, and EU regulations directly applicable in the Republic of Cyprus, the same EU standards apply.

4. Account and Authentication

The Platform uses Steam OpenID authentication. We do not create separate user accounts with passwords. By logging in via Steam, you authorize us to receive your:

  • Steam ID (unique identifier)
  • Steam display name
  • Steam avatar URL

You are responsible for maintaining the security of your Steam account. We are not liable for any loss arising from unauthorized access to your Steam account.

We reserve the right to suspend or terminate access to the Platform for any account that violates these Terms, engages in fraudulent activity, or is subject to a valid legal order.

5. Purchases, Pricing, and Payments

5.1 Pricing Transparency

All items are displayed with their price in USD before purchase. The displayed price is the final price — there are no hidden fees, taxes, or additional charges applied by us. Your payment provider may apply currency conversion fees if your currency differs from USD.

5.2 Balance System

The Platform operates on a prepaid balance system. You deposit funds to your CSTerminal balance and use that balance to purchase items. Deposits are processed via third-party payment providers (e.g., Stripe).

5.3 No Monetary Withdrawal

Funds deposited on the Platform cannot be withdrawn as money. The balance can only be used to purchase CS2 skins, which are then delivered to your Steam inventory via Steam Trade Offer. This is a core feature of the Service, not a limitation.

5.4 Item Delivery

Purchased items are delivered to your Steam inventory via Steam Trade Offer. To receive items, you must:

  • Have a valid Steam Trade URL configured in your account settings;
  • Have a public Steam inventory;
  • Have Steam Guard enabled and active (no recent resets);
  • Not have any active trade bans on your Steam account.

Delivery times depend on Steam's systems and third-party providers. Typical delivery is within minutes, but may take up to 24 hours in exceptional circumstances.

5.5 EU Consumer Right of Withdrawal

Under the EU Consumer Rights Directive (2011/83/EU), consumers in the EU/EEA have a 14-day right of withdrawal from distance contracts. However, pursuant to Article 16(m) of the Directive, the right of withdrawal does not apply to:

"contracts for the supply of digital content which is not supplied on a tangible medium if the performance has begun with the consumer's prior express consent and acknowledgement that they thereby lose their right of withdrawal."

By initiating a skin withdrawal (delivery to Steam), you expressly consent to immediate performance and acknowledge the loss of your right of withdrawal for that specific item. This consent is recorded at the time of withdrawal request.

For unspent balance: If you have not yet used your deposited balance to purchase or withdraw any items, you may request a refund of your unused balance within 14 days of deposit by contacting support@csterminal.cc. Refunds will be processed to the original payment method within 14 days of the request.

5.6 Refund Policy

  • Unspent balance: Refundable within 14 days of deposit (EU right of withdrawal).
  • Purchased but not withdrawn items: May be refunded to your Platform balance at our discretion.
  • Withdrawn items (delivered to Steam): Non-refundable, as the digital content has been fully delivered.
  • Failed deliveries: If a withdrawal fails due to our error or system issues, the item will be returned to your Platform inventory or a full balance refund will be issued.

6. Intellectual Property and Third-Party Rights

CS2, Counter-Strike, Steam, and all associated trademarks are the property of Valve Corporation. CSTerminal is not affiliated with, endorsed by, or sponsored by Valve Corporation.

Virtual items (skins) are subject to Valve's Steam Subscriber Agreement. You acknowledge that virtual items have no inherent monetary value outside of the Steam ecosystem and that Valve may modify, restrict, or discontinue items at any time.

The CSTerminal platform, including its design, code, and content, is our intellectual property and is protected by applicable copyright and trademark laws.

7. User Obligations and Prohibited Conduct

You agree not to:

  • Use the Platform for any unlawful purpose or in violation of any applicable law;
  • Attempt to circumvent any security measures or access restrictions;
  • Use bots, scrapers, or automated tools to interact with the Platform without our consent;
  • Engage in fraud, including using stolen payment methods or chargebacks in bad faith;
  • Attempt to launder money or use the Platform for any financial crime;
  • Impersonate other users or misrepresent your identity;
  • Interfere with or disrupt the Platform's infrastructure;
  • Resell or commercially exploit your access to the Platform.

Violation of these obligations may result in immediate account suspension, forfeiture of balance, and referral to law enforcement where appropriate.

8. Limitation of Liability

To the maximum extent permitted by applicable law:

  • The Platform is provided "as is" and "as available" without warranties of any kind, express or implied, including merchantability, fitness for a particular purpose, and non-infringement.
  • We shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of the Platform.
  • Our total liability for any claim shall not exceed the amount you paid to us in the 12 months preceding the claim.
  • We are not responsible for actions taken by Valve Corporation, including but not limited to trade bans, item restrictions, or account suspensions.
  • We are not responsible for delays or failures caused by third-party services (Steam, payment processors, etc.).

EU/EEA Consumers: Nothing in these Terms limits or excludes our liability for (a) death or personal injury caused by our negligence, (b) fraud or fraudulent misrepresentation, or (c) any other liability that cannot be excluded under mandatory EU consumer protection law, including the Unfair Commercial Practices Directive (2005/29/EC) and national implementations thereof.

Cyprus Residents: Your statutory rights under the Consumer Protection Law (Cap. 133A) and the Sale of Goods Law (Cap. 267) are not affected by these Terms.

9. Data Protection and Privacy

Your use of the Platform is also governed by our Privacy Policy, which details how we collect, use, store, and protect your personal data in compliance with:

  • EU General Data Protection Regulation (GDPR, Regulation 2016/679);
  • California Consumer Privacy Act (CCPA) and California Privacy Rights Act (CPRA);
  • Cyprus Processing of Personal Data (Protection of the Individual) Law 138(I)/2001;
  • Other applicable data protection laws.

The Privacy Policy is an integral part of these Terms. By agreeing to these Terms, you also acknowledge the Privacy Policy.

10. Dispute Resolution

10.1 Informal Resolution

Before initiating any formal dispute resolution proceedings, you agree to contact us at support@csterminal.cc and attempt to resolve the dispute informally within 30 days.

10.2 EU Online Dispute Resolution

In accordance with Regulation (EU) No 524/2013, EU consumers may use the European Commission's Online Dispute Resolution (ODR) platform: https://ec.europa.eu/consumers/odr

10.3 Governing Law

These Terms shall be governed by and construed in accordance with applicable law. For EU/EEA consumers, mandatory consumer protection laws of your country of residence shall apply to the extent they provide greater protection. This choice of law does not deprive you of the protection afforded by provisions from which no derogation is permitted under the law of your habitual residence (Article 6(2) of the Rome I Regulation, EC 593/2008).

Cyprus Residents: Disputes may also be submitted to the Cyprus Consumer Protection Service or the Financial Ombudsman of the Republic of Cyprus where applicable.

US Residents: For claims not subject to the informal resolution process above, disputes shall be resolved through binding arbitration under the rules of the American Arbitration Association (AAA), except that you may bring claims in small claims court if eligible. You agree to waive any right to participate in a class action lawsuit or class-wide arbitration.

11. Anti-Money Laundering (AML) and Counter-Terrorism Financing

In compliance with the EU Anti-Money Laundering Directives (including Directive 2015/849/EU as amended, "AMLD5"), the Cyprus Prevention and Suppression of Money Laundering Activities Law (L.188(I)/2007), and the US Bank Secrecy Act, we reserve the right to:

  • Request identity verification documents for transactions above applicable thresholds;
  • Monitor transactions for suspicious activity;
  • Report suspicious transactions to relevant authorities (MOKAS in Cyprus, FinCEN in the US, or applicable EU FIUs);
  • Freeze or terminate accounts involved in suspected money laundering or terrorist financing;
  • Refuse service to individuals on sanctions lists (EU, US OFAC, UN).

The no-monetary-withdrawal design of the Platform inherently limits money laundering risk, as funds deposited can only be converted to virtual game items, not cash equivalents.

12. Electronic Commerce Compliance

In accordance with the EU E-Commerce Directive (2000/31/EC) and the Cyprus Electronic Commerce Law (N. 156(I)/2004), we provide the following information:

  • Service: Online marketplace for CS2 virtual items
  • Prices: Displayed in USD, inclusive of all our charges
  • Order process: Select item → Confirm purchase → Item added to inventory → Request withdrawal
  • Order confirmation: Purchases are confirmed on-screen and recorded in your account history
  • Error correction: You may review your purchase before confirming. Purchases from balance are instant and cannot be reversed once confirmed.

13. Digital Services Act (DSA) Compliance

In accordance with Regulation (EU) 2022/2065 (Digital Services Act), CSTerminal provides clear mechanisms for reporting illegal content and cooperates with EU Member State authorities. As a platform that does not host user-generated content beyond account settings, our obligations under the DSA are limited, but we maintain:

  • A single point of contact for authorities and users: support@csterminal.cc
  • Transparency regarding any content moderation decisions
  • Compliance with orders from judicial or administrative authorities of EU Member States

14. Sanctions and Export Controls

You represent and warrant that you are not (a) located in, or a national or resident of, any country subject to comprehensive US, EU, or UN sanctions (including but not limited to Cuba, Iran, North Korea, Syria, and the Crimea, Donetsk, and Luhansk regions), or (b) listed on any US, EU, or UN sanctions list (including the OFAC SDN List and the EU Consolidated Financial Sanctions List).

15. Modifications to Terms

We may update these Terms from time to time. Material changes will be communicated via:

  • A prominent notice on the Platform;
  • Email notification to registered users (where we have an email address);
  • The "Last updated" date at the top of this page.

For EU consumers, material changes will take effect no earlier than 30 days after notification. Continued use of the Platform after the effective date constitutes acceptance of the updated Terms.

16. Severability

If any provision of these Terms is found to be unenforceable or invalid by a court of competent jurisdiction, that provision shall be limited or eliminated to the minimum extent necessary, and the remaining provisions shall remain in full force and effect.

17. Entire Agreement

These Terms, together with the Privacy Policy, constitute the entire agreement between you and CSTerminal regarding the use of the Platform. These Terms supersede all prior agreements, representations, and understandings.

Appendix A: EU/EEA Consumer Rights Summary

If you are a consumer resident in the EU/EEA, the following mandatory consumer rights apply regardless of other provisions in these Terms:

  • Right of Withdrawal: 14-day cooling-off period for deposits, subject to the digital content exception once delivery begins with your consent (Directive 2011/83/EU, Art. 16(m)).
  • Conformity Guarantee: Digital content must conform to the contract description. Defective digital content must be brought into conformity within a reasonable time (Directive (EU) 2019/770).
  • Unfair Terms Protection: Terms that create a significant imbalance to the consumer's detriment are not binding (Directive 93/13/EEC).
  • Data Protection: Full GDPR rights as outlined in our Privacy Policy, including the right to lodge a complaint with your national Data Protection Authority.
  • Alternative Dispute Resolution: Access to the EU ODR platform and national consumer mediation bodies.

Appendix B: US Consumer Rights Summary

  • California Residents (CCPA/CPRA): You have the right to know what personal information is collected, request deletion, and opt out of the sale of personal information. See our Privacy Policy for details.
  • Electronic Fund Transfer Act: For disputes regarding electronic payments, you retain all rights under Regulation E (12 CFR Part 1005).
  • FTC Act: Our practices comply with Section 5 of the FTC Act regarding unfair or deceptive acts or practices in commerce.

Appendix C: Cyprus-Specific Provisions

  • Consumer Protection: Your rights under the Consumer Protection Law (Cap. 133A) and the Unfair Business-to-Consumer Commercial Practices Law (N. 103(I)/2007) are fully preserved.
  • Electronic Commerce: This service complies with the Cyprus Electronic Commerce Law (N. 156(I)/2004), implementing Directive 2000/31/EC.
  • Complaints: Consumers may file complaints with the Cyprus Consumer Protection Service (Υπηρεσία Προστασίας Καταναλωτή) at www.consumer.gov.cy
  • Data Protection Authority: Commissioner for Personal Data Protection (Επίτροπος Προστασίας Δεδομένων Προσωπικού Χαρακτήρα) at www.dataprotection.gov.cy
